To complete registration to the Charter Legal Compliance Portal, your agency's complete Nlets ORI (Originating Identifier)
is required. Charter will send an Administrative Message (AM) to your agency ORI containing a verification code required
for user authentication upon registering.
What is an Nlets ORI? Where was the verification code sent?
Nlets is a message switching system that links together state, local, and federal law enforcement agencies for the purposes of sharing critical information. ORI’s are nine-character alphanumeric codes used by Nlets to authenticate and route criminal justice data. While you may not be familiar with Nlets, it is the underlying network your agency uses to query out of state driver's licenses, criminal histories, and update NCIC databases with information including stolen property and missing persons. You can verify your agency's ORI by contacting the personnel that support this type of activity for your agency. For example, who would you need to contact in order to have a juvenile entered as missing or a vehicle entered as stolen? In many agencies this activity may be handled by a Public Safety Answering Point (PSAP) or agency dispatch. To ensure you will be able to complete the registration process, please ensure you can retrieve the verification code sent to the ORI you provide.
